Polluters and those who manufacture dangerous products often oppose public health and environmental regulation through a strategy of ‘manufacturing uncertainty’, or questioning the validity of scientific evidence on which the regulation is based. The success of this strategy has encouraged opponents of regulation to advocate for formal regulatory and legal structures that magnify uncertainty through the piece-by-piece examination of scientific evidence, rather thanthe weight-of-the-evidence approach.
